A message from your Police Chief – Nelson A. Ocasio
As Upland’s Police Chief my goal is to provide the highest quality police service possible in partnership with the Mayor of Upland, Upland Borough Council and Borough Manager to help maintain Upland as a safe and enjoyable place to live, work and visit.
Always remember, we are here to protect and serve the citizens of Upland Borough.

Full Time Officers
Attended Pleasant Valley High School. He has a Bachelors degree in Sociology with concentration in Criminology, from Albright College. He graduated from the Delaware County Police Academy in June of 2008, and was offered a part-time position with Upland Borough Police Department. Officer DeLuise was promoted to a full-time officer effective March 2010.
Officer Dougherty graduated from Ridley High School in 2004. Officer Dougherty attended Delaware Community College and graduated from the Delaware County Municipal Police Academy in July 2006. Officer Dougherty was hired as a part time Upland Police Officer in June 2006 until leaving in August 2007. Officer Dougherty was a patrolman for the Delaware County Park Police and Norwood Police Department. Officer Dougherty was rehired with the Upland Police Department in April 2011 as a part time police officer and was promoted to full time in July 2011. Officer Dougherty is in charge of handling all traffic related issues with-in the Borough.
Officer Meyer has been with the Upland Police Department since 2011 when he was hired part-time. In June, 2013 he was promoted to full-time. During that time he was also employed with the Millbourne Borough Police Department for just over one year. Officer Meyer grew up in Haverford Township and is a 2004 graduate of Haverford Senior High. Meyer attended the Delaware County Police Academy in 2010. Officer Meyer is a certified SWAT operator for the Central Delco TAC team. Officer Meyer is also the department’s Taser instructor, FTO and firearms instructor.
Officer Curran graduated from Delaware County Police Academy in 2004 and started working for Upland Borough Police Department in February 2006. Officer Curran was promoted to Investigator in March 2008 and Detective in June 2009. Detective Curran has attended multiple classes regarding Law Enforcement training. Detective Curran oversees all police investigation with direction of the Chief of Police. Detective Curran is also assigned to other duties, such as assigning Live Scan and Mobile Data Terminal access. Detective Curran has received multiple commendations from the Borough Upland and the Commonwealth of Pennsylvania for his dedication and service.
